Not quite an answer to your question, but my 600E (366 MHz PII)
under Win2K runs noticeably slower on battery than on mains
power. But a difference of 7-10X seems extreme. Among the
things I would look at are the Indexing service (which could
easily be disabled with no loss of power--but increase of
speed--for most of us), and various programs that run then
remain at startup.
