All of the W98SE CDs are bootable.
If you don't have a copy of W98SE but are instead using an older copy of 98,
then BOOT with the floppy in the drive and the CD in the machine. The machine
will automatically seek the FIRST bootable device in the setup, which you've set
as CD, FDD, HD1, and will BOOT from the floppy.
Right now it appears that your machine is still booting to C: and not loading
any of the PCMCIA or CD drivers.
