I think things are working as they should. The P4 is an absolute hogg
when it comes to power, so when you are off the AC power the CPU
is stepped down in order to conserve power. There is a bios setting
you can do to disable that if you'd like.

I don't know the specifics (I have a 1.8GHz cousin of your A31p) but
the idea of stepping down twice makes sense. Possibly different speed
cpu's slow down at different rates. It's probably in the ibm help files, or
in the specs for the A31p.

So, thats a fature, not a bug. The bug is the P4 itself.
