But what I asked was what people thought of buying an UNUSED
stored on the shelf for who knows how long pack. I know LiIon
cells do succumb to oxidization, but if the packs are sealed,
they should not have access to oxygen.

It really boils down to how reputable the seller is.
One man's UNUSED, factory-sealed new in the box, is another man's UNUSED opened, never been used as far as he was told, etc. The company I used to work for used hundreds of cells weekly and experimented with varied methods of storage and they settled for keeping the temp. at 60 to 80 degrees.
They didn't seal the batteries "air-tight" because Panasonic and Sanyo shipped the 250 ct. boxes unsealed. Basically, balance your risk vs. amount paid. How much is this pack?
