I've never used one externally via USB so I may not be the best person
to provide info. Just in general though, why wouldn't you want the
newer technology if the price isn't dramatically different? That way
you can get more life out of the drive. Maybe one day you'll want to
use that drive internally and the speed will be more important. I've
certainly noticed a difference in the A21p and a Dell Latitude C610 that
I upgraded to 5,400.

If the price difference is large then sure, go with the more affordable
one.
