When I was looking for 98SE recovery CD's for a T-23, IBM sent me:
2K recovery CD's
98SE for the T22
They were out of stock on the T23 98SE
So, IBM WILL send out different OS CD's, if you ask properly. He just needs
to be persistant, it can be accomplished.
