[Thinkpad] 755c refuses to start. Not charging.

I bought a 755c, and I assume that the battery is
dead. But my problem is even plugged in I cannot get
it to startup. I press the power button, I get 4
lights, and when I let go of the button, they shut
off. There is no light signaling a charging battery. I
was told that some laptops have a fuse that if blown
will not allow the battery to charge, and hence no
power reaching anything. Is there any validity to
that? There are two small batteries that are inside
the computer that are replacable, would these have
anything to do with it?
