Thanks Robert. I made some registry tweaks, and downloaded SiSoft 2004.
New result:

12 MB/s!!

Reference drive: 10 MB/s. And I beat you it looks like. Don't know why
mine is in Megs and not kilobytes, but it doesn't matter. It is working up
to snuff now.

I fired up SiSoft Sandra 2004 and got the following:

C: on the X31 (40GB, 4200rpm, IC25N040ATCS04-0) 11,167 kB/s

For reference:
ATA100 2.5" 40GB 4200 rpm 14,914 kB/s
ATA66 2,5" 20GB 4200 rpm
10,300 kB/s

Currently running UDMA-5

You might try the latest version of SiSoft Sandra. And make sure nothing
else is running.
