How about looking for instances of "bmgr"? What I'm thinking is that installation choked
because RR encountered a boot manager installed earlier -- with the pre-load or
otherwise -- and for some reason did not overwrite it as the RR one should have. (The
reason I asked about ImageUltra Builder is that IUB files can contain other boot
managers -- which will prevent RR from completing its install.)

I suggest checking to see if file properties tell whose bmgr.exe you have, and perhaps to
see if there's evidence of one or more old, replaced boot managers, like a pre-load IBM
one renamed to bmgr.old, bmgr.001 or similar.

Another suggestion is to go back and start the RR install program again, but this time
select the "Repair" option.
