Why does she want to do this? If it's to learn Spanish computer
terminology then she should exclusively use an OS installed in
Spanish. Not having an English language install to fall back on will
make the learning go faster (like not speaking English in a Spanish
class).

If instead the main objective is to prepare documents in Spanish, this
can be done quite easily by installing the OS with an International
keyboard layout (US-International is what I use) so that :

apostrophe key + vowel key = accented vowel, e.g, ' + a = á
Ctrl Alt + ? = ¿
Ctrl Alt + ! = ¡

As a footnote, I assume you are in the UK, but I do not know what
happens if you select "UK" for the keyboard layout in Windows, and I
don't know if there is an International option for a UK configuration
The above refers to choosing "United States - International" for the
keyboard layout.

Also, to comment on Deanna Berman's post about extended characters
such as the above being available in Windows Character Map ... Yes
they are, and if you only want to access them occasionally then
Character Map is fine for that. But the process for entering each
letter or symbol via Character Map is rather tedious - copying and
pasting, or entering multiple key and number combinations. For typing
in a language like Spanish that requires frequent accented vowels and
extended characters, the above option requires far less key strokes
and is much faster.
