Sure - many ISPs do this, it is a way to keep spammers from using your
servers for bulk mail. However, this is for *outgoing* mail. You can't
block
*incoming* mail from alien servers if you want mail from customers of
other ISPs. Bruce, as the AT&T customer, is having problems with his
incoming
mail bouncing.
