Injoy Firewall for Windows 2000/XP (no version for Win 9x) is extremely easy to install and maintain without the constant barrage of popups for permission that plagues Norton IS; not familiar with Black Ice so can't comment on it.
More experienced users can also tweak IJFW to their hearts' content.
