I created the shortcut but it just sits in
 C:\WINDOWS\Application Data\Microsoft\Internet Explorer\Quick Launch
It does not appear in the taskbar at the bottom of the screen.

If I attempt to drag it (or the original icon for the file) to the taskbar,
I receive an error message:

"You cannot drag an item onto a button on the taskbar. However if you do this without
releasing the mouse button, the window will open and you can then
drag the item onto the window"

I do not understand the meaning. What does it mean and what should I do?
