It sounds like either you don't have Quick Launch currently
enabled/displayed on the task bar or else you tried to drop the shortcut
outside of its boundaries. You're getting that error because you can't
drag/drop anything to the task bar itself, only the Quick Launch portion
(the area of small icons usually on the left side just right of the
Start button, if activated). Check out this page for some tips (Google

Once you ensure the Quick Launch is present then right-click and drag
any shortcuts to it that you want. One other thing to look for is to
right-click on an empty area of the task bar and make sure 'Lock the
Taskbar' is not checked. You might be able to drag/drop a shortcut even
if it is checked but just to be sure try turning it off.
