[Thinkpad] 600X Win98SE: continual freezes -- reinstall?

Subject machine freezes several times daily, even though plenty of room for swap file
and plenty of RAM and GDI free. Nature of freeze is CPU usage goes to 100% and
C-A-D brings up screen saying system is busy (which it is, doing nothing). Screen
repaints normally taking milliseconds take minutes and the system never returns to
normal.

RAM all tests good.

I'd welcome ideas to diagnose.

In addition, if I can't fix this problem, if I want to reinstall W$#%^@, how can I
do it retaining the desktop and settings? I assume I'd delete a lot of directories
but retain some kind of configuration files.

Thanks for all help. I'm still trying to get my (12-year-old) daughter's machine
in shape.
