At the risk of being even more boring than usual...
The LitePC installer from <www.litepc.com> will let you install Win98
(or Win2K/XP) without Internet Explorer.
If you really want a stripped down installation you can get Win98 down
to less than 50 Mb.

I actually have IE on several machines although I tend not to use it
because of disk space issues (hidden duplicate cache and history files
that can't be deleted in Windows) but it's useful to have for some
unenlightened sites.

Mostly I like being able to remove it because someone said it couldn't
be separated from the OS. Lite PC has made an installer that fits on a
floppy disk that will do that and more.

Unquestionably the best $40 I have ever spent on software.
