It is not clear if the missing part is the screen or the inverter.
Flickering is generally caused by the inverter. If that is the case, you can
just buy one. I have seen them lately for as little as $7.00 or so.

All I can think of is replacing the whole laptop. And I assume this would
be replacing it with another T23, but perhaps that isn't an option for them.
