This turned out to be a battery problem. The third party (non-IBM)
battery which appeared to be in good conditions and which held its charge
well was replaced by a genuine IBM battery and the problem just went away.

It is odd and also worrying that such a rogue battery can affect the
performance of the notebook even while it is running on AC power.
