You could use the Microsoft Keyboard Layout Creator available at
www.microsoft.com/globaldev/tools/msklc.mspx
Please note this is a .NET application so that in addition to the above
8 MB download, you need to download and install (if you don't already
have it) the Microsoft .NET Framework (another 23 MB...)
I have successfully used it to customize the standard W2K Finnish
keyboard layout for use with a US physical keyboard on my X31. The
Finnish Windows keyboard layout doesn't fully match the US physical
keyboard: for instance, there's a key (< and >) between left Shift and Z
that's missing from the US keyboard.
