Technically, it probably is a pretty minor problem within the monitor
that wouldn't take too much to fix if you had the right parts and the
know-how. The thing is that with the cost of CRT monitors so low these
days it is often not feasible to hire someone to fix it because it will
cost the majority of the price of a new one. And there just isn't a lot
of common knowledge/advice out there about working on monitors. Unless
you find someone who knows the internals of a monitor and can tell you
exactly what to look for it is probably considered DOA.

Prior to giving up on it though, do everything you can to make sure
there is nothing external that is amiss. Check all cables (power and
video) for solid, tight connections and make sure there are no bent pins
in the VGA cable. Look on the back or bottom to see if there is an
externally accessible fuse and see if it is intact. If the monitor has
multiple inputs switch between them to make sure you weren't just set on
the wrong one. Sorry if this sounds like trivial stuff, but sometimes
it's that one little thing you forgot to check...
