A couple of questions/suggestions:

(1) Have you tried the SCART adaptor with a know good s-video signal?

(2) Do yo get anything at all on the monitor?

(3) Do you have Thinkpad Presentation Manager installed? I've had better
results with that than trying to go through the controls in Windows
Display Properties|Settings|Advanced. Presentation Manager let's you
adjust the important variables (PAL v. NTSC, resolution, etc.

I've been able to use s-video out on both a T20 and T30 on both PAL and
NTSC, and have used a T40 on NTSC (haven't had an occassion to use it on
PAL yet).
