Some USB slots, like some PCMCIA slots, have more power available than others.

Just curious: what's the difference between the T30's USB and the X30's
USB? As far as I can see, both are 1.1 (USB 2.0 started with the T40 and
the X31). The T30 and the X30 were produced more or less at the same
time, so I would have imagined their USB specs are the same.
