Yup
It seems you can't turn the damn thing off - you need to right click the file and check "unblock".
And downloads have similar problems - had to rename them!

  A friend of mine upgraded to SP2
  Now he can't open any files - when he downloads or tries to click on an exe, he gets a Windoze message that the file may damage his computer, and won't let him open it.
  I can't seem to find a setting to turn that off.
  HELP!!!!
