I was frozen out of eBay for this reason for a year - PayPal locked down
my account without giving me any way of discovering why (and despite a
record of always paying in full within minutes of ending a purchase);
finally, I found someone who said that they simply didn't like my credit
card (MBNA Master Card, by the way), and gave me no reasonable way to
reactivate. One PP rep finally suggested I just open another account,
and not do anything to let them know that I had another, locked down
account. This I did, and so far all is well.
