I agree, don't leave money in a Paypal account. Let me add that you should
never login into a Paypal account from a non-US IP address, as they are
very sensitive to changes in your IP address. The login may work the first
time, but soon thereafter you'll probably get an account login security
error. Then they'll want copies of your ID papers, your firstborn child,
and you to change your account password before they'll let you back in.
People who use anonymizing proxy server systems (e.g. TOR, privoxy) may run
into problems if they try to visit Paypal while the proxy system is active.
Also, don't upgrade to a Premier account unless you intend to leave your
account Premier forever. They don't let people change between the free and
premier accounts more than once, and they'll charge you about 3%
transaction fees on transactions made via a Premier account, even if it is
a direct bank transfer. Better to create a new Paypal account specifically
for Premier purposes if you need to accept credit card payments via Paypal.
