Thanks to Bruce (as usual) and Dyllan Dominque, both of whom suggested the BIOS -- *doh*. That was it. How it get set I'll never know: I haven't flashed the BIOS or even gone into it AFAIK in forever.

Check in the BIOS, there are power settings there also
