Yep, you can get to the properties via either of those methods, but only
if it hasn't been shut down by DSPD. When DSPD kicks in, the NIC
completely disappears even from those screens, as if it had been
physically removed - you can't see it in Device Manager even if you
enable "show hidden devices."
