From the 600/E HMM, DEV 001 is the system board.
FRU 18 is the modem, and 10 is the system board.
As Bruce wrote, it might be good to know just what the failure is if you
don't try to get into EZSetup.
If there is a problem with the modem, you should be able to run with it
removed.
