Yes. The recovery disks do a full, fresh installation of the recovery
partition and Windows, followed by a lengthy automated process that installs
the preloaded software.

For example, you can make a recovery CD+DVD set when you first get the
machine, then put in a new drive of any type and use that CD and DVD (or set
of CDs) to do a fresh recovery onto a new drive of any type.

You can either let that recovery run to completion and get a full install of
all the preloaded software, or you can interrupt it once the recovery
partition has been created (after the first reboot or so), and then boot
into the recovery partition and restart the recovery from there - this will
let you do a custom recovery so you can select the software you want.
