I finally got it fixed -- thanks to comments from the list, I changed my
search terms and finally found this:

After following the steps from "If your Windows 2000 USB 2.0-capable
computer is not yet configured for USB 2.0 support, you must manually
install the USB 2.0 drivers after you install Windows 2000 SP4" -- and now
my USB is finally up to snuff.
(so, USB2 is indeed supported by Win2000 SP4, but for some reason it wasn't
enabled on my PC)
Amazing what a 20x speed boost feels like! ;)
