No need to call. You are correct, the XP downgrade CDs are a standard
recovery set, the same ones that you'd get if you ordered them for a machine
that came with XP in a first place. They do not require product activation,
nor do the Vista recovery DVDs.

This is also explained on Lenovo's XP downgrade information page. Search
lenovo.com for:

xp downgrade

and you'll find it.

My X61 Tablet which I ordered with Vista Business came with the XP recovery
CDs in the box. I don't know if this is standard practice or a mistake - the
Vista Anytime Upgrade DVD was missing from the box - maybe these got put in
by mistake.

Both the XP and Vista recovery sets will often work on other ThinkPad models
in addition to the one they were made for.
