I've tried both having no pagefile on C:\ and having a minimal pagefile
specified to be on C:\.

Neither made any changes in C:\pagefile.sys.

If you set the page file to another real hard drive, on reboot you should
recover that space. Of course, you can reduce the size of the page file and
see if that has any effect. But removing that file is likely to instantly
trash your system.
