Yes, RAM can go bad (just like good wine). The failure points can include failure at the soldered connections between the chip and the IC board (heating/cooling) to induced failures in the chip circuitry caused by conductive heating. Solid state does not equate to failure free forever.

I just purchased a used 512 mg RAM chip for my wife's T23. I am in
China for a semester and there is no way to know what you are buying,
counterfeit and black market stuff abounds. My practice is to pay the least
so that if it goes bad, you are out the least.
This RAM chip might have been used, it might be an IBM labeled chip or
not (actually, it is so labeled but that means absolutely NOTHING
here). I paid $21 for it and installed and booted the T23 up before
completing the transaction.
Does RAM go bad once installed and protected from physical damage.
Should I pick up a second chip for insurance/ I now have 768 mg on the
machine).
