USB 1.1 vs 2.0 is a hardware issue on a T-30. Speed cannot be increased
with a BIOS adjustment. It is integrated into the system board.

Also, shortened PCMCIA cards are pretty much non-existent since Zoom was
purchased by intel.

I have the USBGear U2-C20A described by Jonathan Kelly. It is nearly the
same length, and is actually more bulky than a regular USB card... though
it is a bit more flexible because it provides more room for multiple USB
connections.
