[Thinkpad] Key Mapping Utility (was Fn + ? )

Has anyone found a _good_ (windows) utility for (re)mapping key combinations
such as Fn + X to various short cuts such as launching programs, controlling
apps, etc.? Alternatively anyone using the Fn key as a meta-key for emacs?

Googling does turn up quite a few utilities. The first few I tried seem
to be somewhat limited. I'm hoping someone else has been through this
and has found something good and general purpose.
